Basic development GA-related docs #195

If there are prospects that more developers get involved in PP development (not so true yet but not so absurd, too), a GA-related procedure could be very shortly described.

what should I do before I start developing (opening /site/iamstaff URL etc.)
what I should remember about while developing so as not to generate fake stats
in what cases which application part (the extension or server side) is responsible for (not) emitting GA calls and which.

In short: when you develop you emit events to a separate account and you do not worry about anything. This setting is for production when you and your team want to use your own extension and don't distort the stats.

Additionally the opposite to suggested by the issue is true: you should not activate any iamstaff functions in development, because GA tracking is also the subject of development and should be monitored by developer if it works correctly. All data sent during development are browsable in Przypis Powszechny Extension Test property (UA-123054125-2 Tracking ID) in GA panel.

Ok, since the procedure is as simple as that, It's even easier to document it. I'll drop a line in the docs in the passing (and close this issue very soon).
