Implement Talisman in a Precommit Hook

User Story

As a security team member I want to have guardrails that prevent the team from committing secrets So that I am not bothered by security incidents

Definition of Done

• Talisman is implemented
• Talisman runs when someone tries to commit and rejects the commit if secrets are added
• Every dev has the pre-commit hook setup
• Onboarding docs have instructions for setting up the pre-commit hook
