Fixed issue with wget output command parameter
Update to latest version of shaka-packager

I tested the shaka-packager version in this PR and it's not breaking on [u]demy

The original -o parameter causes additional output content to be added to the file which breaks the file format. This break was not noticeable unless you used the package for encrypted streams. Non-encrypted streams didn't trigger this issue.
