Add dotnet core support #3

This library is mostly ready for dotnet core with a few exceptions:

BaseSerialPort uses an unsupported encoding (1252) which can just be removed
Needs to specify system.io.ports dependency for dotnet core

After discussing internal, we have decided that this will be most beneficial if we're allowed to make breaking API changes. We will increment the major revision to 2.x.x.x when the time come for release. A list of breaking API changes will be posted.

v2.x will release with dotnet core support as discussed. @codygillespie please reference this issue when the release PR is created.
