[ NEW PAGE ] migration guide for pulse to fractional gates

Once the full functionality for fractional gates has been released (date TBD) we should add a migration guide for people using pulse to encourage them to switch to fractional gates.

NOTE: fractional gates are not a direct replacement for all pulse features, but are a good replacement for the most used pulse usecase.

for now add this as a page in the pulse docs section, not in the migration guides section. I dont think we should do this comparison directly in the fractional gates content because it is mostly only relevant to existing pulse users, so putting it in the pulse section makes more sense to me.

Update: put the migration guide in the migration guides section, but link to it from the pulse pages. When we eventually remove the pulse guides we should put redirects in place to this migration guide
