Update assets workflow (from that of libQASM) #166

Add pyproject.toml. Update setup.py and .github/workflows/assets.yml to resemble libQASM's.

I will add (and test) this work directly to the release-0.7.2 branch (since the assets workflow cannot be really tested through this PR).
