remove the Luminescence.CIscripts directory #459

It only contains AppVeyor.ps1, which has code to download and install JAGS, but it doesn't seem used by the current Github Actions. Is that correct?

Yes, it can go. It predates GitHub actions and we don't use AppVeyor anymore
