Nobody wants to declare war

Nobody wants to declare war. At the start of the game, each faction has 1 enemy faction. In a few days they will all reconcile and there will never be any more wars. All lords refuse to support the start of the war (maximum 3% support). Checked on two saves. Used mods: RBM, Improved Garrisons, De Re Military.

I have the same problem. In 3 years of in-game time I've only gotten some ocasional wars between the Northern Empire/West Empirer and Strugia, the other factions are just happily enjoying the peace.
