Updated rocm-smi to include ability to show, set and reset the GPU Me… #25

…mory Clcok OverDrive. The base for changes was from rocm-1.7.1.beta.4. Other changes include updating the argparse help to better guide users on valid overdrive settings and sorting the list of devices for a sorted output of all the show options.

Since this was based on rocm-1.7.1.beta.4 there are also some other changes that I did not implement (such as resetfans).

I did not update README.md or the test-rocm-smi.sh because there were other changes not in master that I presume must be in your local branch for the 1.7.1 version, but I did test my changes with two VegaFEs installed on the same system and I didn't have any problems.

I am working on integrating this into our local branch, which will get pushed out for 1.8.1 or 1.9. Due to the whole module thing it can't be applied as-is so I am just doing it internally for now.

This will be available in the next release after 1.8.1 (1.8.2 or 1.9, whichever is next) . I missed the cutoff window for 1.8.1.
