Import VOU from opioid policy model repo #1

This PR brings all the files that previously lived in the opioid-policy-model repo into a separate, public repo. This will allow us to deploy the app to Streamlit Sharing.

Ran into some issues with the README instructions. Seems maybe some file structure changed around (namely what was included in the vou folder).

Suggest changing color palette to colorblind-safe colors.
