Added parameters file for drug modes of admin and source #26

Added a parameters JSON file into the vou folder. I named it drug_params.json. All of the actual prob values are not based on data, but just put in as a starting place.

Ah, I just noticed that the target branch is counterfeit-pills. Please change that to staging. The diff should not be any different, but I'll double check just in case and merge once that's complete.
