add OTN as acoustic telemetry repository for fish #3

Hi there,

Noticed some partner nodes of OTN were listed here as repositories for acoustic telemetry data, and took the opportunity to write up OTN as a fully intercompatible data system to FACT / ACT holding telemetry data across the USA. Happy to explain further or assist in revisions.

Thank you, Jon, this is super helpful. We're going to continue working on this section in the coming months to clarify for readers the relationships among the global, U.S.-national, and regional telemetry nodes/networks, etc. If you have additional ideas, feel free to share - but really glad that OTN is providing the backbone for a lot of the data governance/management frameworks for this data type.
