Remove ogden-webb, deprecate-span & raku-repl plugins #391

only deprecate-span was enabled - for D<> markup.
- In RakuDoc v2, D<> is used for inline definitions, and developer markup has been specified, making this rendering of D<> wrong.
- D<> is not used in Raku documentation sources
ogden-web contains the templates for the old web-site, and is likely buggy now.
raku-repl created an evaluation bar for running a REPL in a container with arbitrary Raku code, then returning the result.
- the functionality was met with resistance, so was disabled, now its likely buggy

@coke Although this looks like a big revision, its equivalent to removing commented out code because two of the three plugins were not enabled The third is not used.

Build failed but otherwise OK

@dontlaugh There is a build kite failure due to a call to 'zip'. This seems to be a system glitch rather than an error in the commit. I'm committing a space change to resubmit.

You're right. I rebuilt the build containers and forgot to install zip. Sorry 😔

I am installing the dependencies now, and restarting the builds. I'll be on IRC for a bit, too
