updated from 3.8.2 to 3.8.3 and can not open file

On 12/6/2014 Navi-x sent me a notice to update from 3.8.2 so they could clean 
up dead links. listing to scripts After downloading I was the told the update 
was successful. Then tried open Navi_x and got a new window stating could not 
open file I clicked ok and the window reappeared. I had to use task manager to 
shut down application
