i have tested this on the 1.7.1 release with PMS 1.3.0.3059 and its definitely working, i can set the ratings in either plexweb or openpht, will update both ways.
please recheck with latest PMS version and 1.7.1 OpenPHT

[no logs submitted] if you still have the issue on the latest release of openpht please submit debug logs from latest openpht and request it be reopened
@dan-the-man-nz I'd like to request this issue be reopened.
I'm experiencing it as well on both my OpenPHT installs. I'm sure this has happened in previous versions too, but I thought I was losing my mind and never dug into it. :) Both installs are Windows 10 and OpenPHT 1.8.0.148-573b6d73. PMS is latest version. One install is on the same machine as the Plex server. The other is on my laptop.
I have a debug log from OpenPHT, where should I send it or my gist link? I don't know what's sensitive in it so I'm hesitant to post it here.
Here is the sequence of events in the meantime:
Movie 1: Web: Set to 1 star Movie 1: Web: Shown as 1 star
Movie 2: Web: Set to 2 stars Movie 2: Web: Shown as 2 stars
Movie 1: OpenPHT: Set to 5 stars Movie 1: Web/OpenPHT: Shown as 5 stars
Movie 2: OpenPHT: Set to 5 stars Movie 2: Web/OpenPHT: Shown as 5 stars
Movie 1: Web/OpenPHT: Shown as 2 stars (original rating of Movie 2)
I've reproduced this with 2 TV episodes as well (same series, same season).

Changing star/rating on home videos does not save or change the value in the server (doesn't reflect on web version).
Changing the Star value on the web ui does reflect on the openPHT however if I change two videos star ratings on openPHT the first one will go back to having zero stars and the second one does not save to the server either but stays until a restart or if I rate another video.
