Allow subscriptions to associate some kind of "risk factor" with domains (or IPs, or specific rules)

Recent news report about "session replay" scripts [1]. As a consequence, a user suggested to indicate some kind of "risk factor" in the menu. Destination sites potentially "dangerous" (e.g. because they do Session Replay) should get a special warning sign in the menu (with the possibility to get more info).

rough specification:

• the site icons in the menu are marked with a warning sign
• next to the site icons there will be an "info" icon. hovering that icon will show info why the site is marked as dangerous.
• the info about why the site is dangerous is fetched from the subscriptions just as the rule itself (as it is planned with L10n support in #550)
