RAHasher 1.7.0 Windows x64 release is linked with debug runtime #404

Debug runtime is not included in the standard redist Microsoft provides, it'd only be available if the user happened to install Visual Studio.

I've updated the RAHasher-x64-Windows-1.7.0.zip linked to the 1.7.0 release with a fresh release build.
