has to all be local due to cant port forward out, so all work done on the server would have to be connected in some way to th server directly

We can virtualize the server on our Virtual Host server. It will run Ubuntu Server 20.04.2 LTS, with LAMP installed.

As @MasterCJ03 said, it won't be possible to possible to port forward out, but can be pushed to the college network (confirmed possible today).
