It's coming from the FIFA soccer rules. I think it supposed to prevent keeper's from protesting against a penalty by facing the wrong way. I don't really see why deviating from the official soccer rules is necessary here.
And I don't know why we should obey some rule of FIFA which is passed for something else (that works because there is no reason for goalkeeper to look somewhere else during a penalty kick). We now that most of the small-size robots have lower speeds in lateral movements and restricting the orientation of goalkeeper just leads to poor reactions and does not have any advantages.
Thanks Adrian for an explanation of the origins of this rule. Compliance with FIFA rules does not make sense here. In SSL, a robot is not really "facing" anywhere, see also #6
At RoboCup 2016 in Leipzig, there was a discussion about the penalty keeper's orientation. The rules state that the keeper must face outwards, but there seems to be no reason to restrict the keepers orientation. This only limits the creativity of teams for the implementation of their penalty keeper. I suggest to remove this restriction.
