I think generally restrictions should be around links and especially embedded content (images, videos, link previews). Those should be kept SFW.
I'd rather be more lenient around actual chat content (chat text). Though not talking about outright illegal acts in a public channel is probably a good idea. (...not talking about them at all, or better yet not doing them, is an even better idea of course. But that's a bit outside the scope of room rules.)
Its worth remembering, the main point of the matrix chat network for us is more freedom, not less.
We don't have many of the restrictions that default-public SE chat has, and no 'outside' moderators so I'd start with 2 very simple rules.
Simple, and covers most of what we need.
In terms of enforcement I'd go with my preferred norms for root access
Since it's pretty easy to coast between channels using a Matrix client like Riot (or your favorite IRC client + adapter), I would suggest we have separate channels for things that people really don't want going through their work network at all. Enforcement will be self-policing + mods (we have many, many mods in our #ra channel) having the ability to delete.
That's not to say that #ra needs to be perfectly pristine and devoid of anything even slightly controversial. No, that's what chatse RA is for. :P
But I would like to give Michael Frank at least (and Bob, and me...) a place where you could comfortably route that traffic through a MITM DPI firewall at work without risking being fired.
So maybe we have separate rooms where the rules are a little more relaxed. But I personally would not want anything talking about piracy, illegal content or porn routing through #ra either. "Doxing" if you mean voluntarily giving up your own info is fine in #pii.
Anyway, I'm fine with making more rooms if need be. For now we can stick with #ra until there's a demonstrated need.

Since I believe many users will probably frequent the channel while at work, I think a good place to start is by considering things we would be okay with viewing while on the clock.
