Once some thing has been approved or finalised (e.g. a Proposal or a Statistical Design) it would be good to be able to 'lock it to editing' unless you are a data administrator, or possibly the statistician who is editing it.
This might overlap with, but is separate to, the archiving process because you will still want to be able to view and refer to locked entities, you just don't want anyone to be able to edit them once approved/ completed.
