[x] 1. Generate imported cases according to a Poisson distribution with rate λ
[x] 2. Get a true Rt profile from real data, assuming epsilon=1
[x] 3. Generate local cases using that Rt and those imported cases and some ε
[x] 4. For each local cases data, infer Rt twice, once with epsilon=1 and once with epsilon=ε
[x] 5. Calculate some metric between the two Rt posteriors. Ideas: Frequency of time that they differ significantly. ...?
[x] 6. Plot that metric as a heatmap, with ε on one axis and λ on the other
