Add skeleton 'init' and 'verify' commands to CLI. #104

Currently the commands simply fail as I haven't implemented any logic. The diff also makes some minor changes to the SAME config schema, getting rid of some things that aren't necessary any more. Plan is to pin down exactly what we use in the schema right now, remove anything left over and then write an interactive 'init' command that generates a simple SAME config for you.
