Dan Li:

  1. If every network only hopes other networks deploy SAV, while it does not deploy SAV in its own network, the things will never move.

  2. If a network deploys SAV and finds that it only helps other networks without helping itself, there will never be incentive.

  3. If a network deploys SAV and finds that sometimes it can help itself (compared with not deploying), then there is some incentive. This is what SAVNET wants to achieve. For example, if a new SAV mechanism helps protect source addresses of the deployed network from being forged, networks (especially victim in reflection attack) will be more motivated to deploy it.
