Inspect time shift procedure #8

Maybe a bug, worth inspecting:

  1. Specific to 20240930 mission, since the workflow failed before the time shift step, it's not clear that we're able to use cross-correlation on the shorter south side tie line to correct for latency.
  2. Latency appears to be increasing with each mission. At some point the tie line might not be long enough to correct for latency. May need to revisit this procedure.
