Update NuMI flux files, weights, and systematics for the new version G4NuMI #746

For NuMI MC productions, we should use a flux simulation based on the main_modern_g4 branch of G4NuMI.

This will require us to

[x] Update the paths here https://github.com/SBNSoftware/icaruscode/blob/afd294f31c36a53d9e0f20c3167bbbe9723a12dc/fcl/gen/numi/genie_icarus_numioffaxis.fcl#L60 and here https://github.com/SBNSoftware/icaruscode/blob/afd294f31c36a53d9e0f20c3167bbbe9723a12dc/fcl/gen/numi/genie_icarus_numioffaxis.fcl#L95 to point to the new flux files located in /pnfs/sbn/persistent/stash/physics/beam/GENIE/NuMI/standard/v03_00.

[!note] These next two are not a prerequisite for production, but still need to be done at some point.

[ ] Update the files in beamData/NuMIdata to include the new flux weights and systematics from PPFX.
[ ] Remove the beam_power systematic from sbnana/sbnana/CAFAna/Systs/NuMIFluxSysts.cxx, as it's not longer needed since the new flux simulation includes the 1MW beam geometry.
