Additional comments when doing the python string:

Suggestion: Could the capacity phrases be streamlined, for simplicity? If the two elements in phrase 2 are merged (i.e. either develop OR ...

, rather than AND), then there are only a few terms missing in phrase 1 that would need to be added -
"technical", "scientific", "R&D", "innovation", "cleantech". The only term that doesn't really work in this new structure is "energy transitions", but I agree that this should be moved to the energy terms anyway.
Reason: Simplifies - we can cut a NEAR, and use the same term list twice. Works well for title search, but not tested for TIAB.
