Multipolygon vs Polygon #2

Currently individual files vary in whether they are polygons or multipolygons which makes using 2 or more problematic. Need to decide on a single type & ensure it is retained throughout.

All future releases of VC boundaries will be geojson or ESRI shapefile multipolygons.
