The counters in the st-2059-2-ds and rfc-8173-ds containers have no defined initialization, reset or wrap behaviour

The description in the Data Model for these counters shall be changed to say that the counters are typically initialized on power up, and will be discontinuous as they may wrap or be reset.

Existing text has been taken from the rfc 873 MIB which simply says these counters may be discontinuous

Resolved in PCD2: Data Model counter descriptions updated to say that "These counters are typically initialized on power up, will wrap, may be reset, and are discontinuous"
