References to IEEE 1588 should be in the form eg: 8.3.1 of IEEE Std 1588-2019 #21

References to IEEE 1588 will be changed to match this preferred form and each clause will be individually itemized eg: "8.2.18.2 of IEEE Std 1588-2019 20.3.3 of IEEE Std 1588-2019";

This aligns with the IEEE P1588e-D0-1 YANG model
