use of config false for each leaf #6

Parts of the data model may be over prescriptive in that config false is included in each leaf statement - where it could more simply be included in the parent

If an implementer wishes to convert a Read-Only/config false to a Read-Write, then the current implementation allows them to do this in a fine grained way on a leaf by leaf basis without affecting the Read-Only status of any other parameter.

The proposed solution is to leave this unchanged.

However in order to avoid confusion the container names at root level should have the word 'monitoring' removed - see issue #9
