The paragraph states: Since the EncryptedData element is not used in the KDM, the Signature element shall only contain two Reference elements, one for the AuthenticatedPublic and one for the AuthenticatedPrivate (covering the ciphertext form of the EncryptedKey elements).

For preciseness, move "only": Since the EncryptedData element is not used in the KDM, the Signature element shall contain only two Reference elements, one for the AuthenticatedPublic and one for the AuthenticatedPrivate (covering the ciphertext form of the EncryptedKey elements).
