As a Pillarbox product owner, I want to notify teams about releases, so that any stakeholder can decide when to update to the latest version of Pillarbox.

Acceptance Criteria

The stakeholders are aware of a new release
Existing Letterbox user are informed of this new communication channel
This process is automated
Create a mailing list
