This pull request adds the "http://spdx.org/licenses/" namaspace to the ttl file in order to shorten codes of concepts are created during importing this vocabulary to Marketplace.
Moreover it changes the name of the file. The code of the created vocabulary in Marketplace depends on the name of ttl file.
