2. What was changed?

• Updated outdated PDFs for "3 steps to a PBI" and "8 steps to a Scrum"
• If the rule folder has relative PDF, then in the markdown we don't need to reference it like this: [Test PDF](https://github.com/SSWConsulting/SSW.Rules.Content/raw/main/rules/test-rule/test-pdf.pdf). Instead we can reference it like this: [Test PDF](test-pdf.pdf) Because gatsby already copies these files to server when it builds site. So based on this I've refactored some rules.
