Could you add your request for Czech keyboard layout to the "Idea Zone" forum 
at http://btstack.uservoice.com/forums/158281-idea-zone

Also, keyboard layouts are now stored in a .plist inside 
/Application/Keyboard.app 
If you're confident editing Property Lists, you could copy a layout which is 
similar and improve the mapping.
