I don't know what genkernel-next's policy towards new keymaps is, but if you're willing to include them upon request, then please include the fr-bepo keymap into defaults/keymaps/.
On my system, it is available as /usr/share/keymaps/i386/bepo/fr-bepo-latin9.map.gz. The corresponding binary keymap can be created with:
