article's `publish_to` is marked as mandatory even if it is not #10

input publish_to is marked as mandatory even if it isn't on save:

steps to reproduce: 1) open form to create a new article 2) save empty form 3) publish_to is marked as empty but required

expected behaviour:

also I found out this: when input is moved into separate div element w/ class="control-group row", this bug doesn't come to light.
