Configurations support

[Wabri]

Add support for configurations in order to change default settings.

The configuration file will be in the format:

• [ ] python using dictionary
• [ ] json
• [ ] yaml
• [ ] config
• [ ] personalized format

The configuration file need to define:

• output image name
• always quiet
• not average pixels optimization
• pixels area
• blur
