Only allow soft delete of datasets #86

Users can mark datasets as deleted so that they cannot be used to construct cases (and scenarios) going forward, but they should only be soft deleted so that existing cases that reference those datasets don't have those references broken.

Still to do:

[x] make sure that the case editor can reference a deleted dataset
[x] only display the deleted datasets toggle when there are deleted datasets
