CompatHelper: bump compat for ExtendableSparse to 0.9, (keep existing compat) #408

This pull request changes the compat entry for the ExtendableSparse package from 0.4, 0.5, 0.6 to 0.4, 0.5, 0.6, 0.9. This keeps the compat entries for earlier versions.
