SSA widget state/territory searches inaccurate

When searching by ticking "South Australia" people were still shown projects that are not national and instead specific to other states without any clear reason as to why:

• Example 1: Victoria's bushfire emergency: Biodiversity response and recovery, noting that South Australia and Victoria are two different states
• Example 2: The Giant Eucalypts Project (https://scistarter.org/exchange/35/9424/project.html) appeared, which a participant found surprising stating that there are no giant eucalyptus in South Australia.

UX Recommendations

• [ ] Ensure the fix works once DA is one but search various states and check projects where information is accurate.
