Don't send message to sender #122

We need to implement a procedure that ignores the sender of a message when sending out a Message email.

I could totally mistaken here, this is how some part of the system worked previously. But, people wanted it changed because they wanted a confirmation the message was getting sent. This may have been SOTW 1.0 days.
