i runned C:\Windows\Microsoft.NET\Framework64\v4.0.30319\msbuild.exe .\FullBypass.csproj

Looks like you running it in meterpreter session isn't it?

Yes exactly im running it in meterpreter i have managed to embeded the PORT and IP on the .csproj and it works but im wondering what was the issues ?

Hey! I think you also may hardcode your IP and port of netcat listener.
