This PR
Adds support for Docker and docker-compose for both development and production environments
Adds nodemon to devDependencies to enable hot-reload during dev

Fixes a few places that were explicitly reading from dotenv's output instead of just using
process.env
(which dotenv updates anyhow)
Adds a README with notes on how to use the bot in Docker.
