I'm not too sure if this would could as a problem, but I've been trying to spawn an avari tenant but I don't know where to get outpost furniture or avari furniture. Does anyone know where you could get it?

You'll need to craft it yourself or spawn it in. Presumably, you have the Avali Triage mod installed, so the Nanoloom and Nanolathe are the machines needed.
