Refine Data Protection Declaration Agreement Verification #550

Currently the consent date is parsed given a specific format. However, it is not checked whether the parse was successful. But if the parse was not successful the user has to consent again to Data Protection Declaration.

Server side needs to validate when loading

Implement integration test --> separate ticket see #608
