1 or 2 pixel scrolling error in court scenes #76

I've noticed that there might be a 1 pixel error in courtroom scenes. I noticed 
it in SilentBob's game. It doesn't quite scroll enough or something. Issue 
might be with court macros, or even with the court background.

Might be a dupe of #51
