Course content audit Activity Bank Error #3979

Describe the bug The course content audit warns when the logic in an activity bank is unable to select enough items to meet requirements. However, the review feature is currently reporting on activities that seem to behave correctly.

To Reproduce Steps to reproduce the behavior: Option A: 1) Go to https://stellarator.oli.cmu.edu/authoring/project/foundations_of_computational_d_mtxyk/review?filters=content%2Cequity&selected=33335 2) Select the error for Practice Quiz 9 (see image below) - note the error/warning 3) Click 'selection logic in the page' link: https://stellarator.oli.cmu.edu/authoring/project/foundations_of_computational_d_mtxyk/resource/ykdhs_practice_quiz_module_19_beliq#648526136

  1. Note that authoring page opens ok, is attempting to select 10 items. See image below.
  2. Select "Preview". Note that page opens ok, selects 10 activities

Expected behavior I would not expect this activity to trigger the warning.
