Waiting for #28 and #29 to land before merging this into the main PR.

Todo:

[ ] include #33
[ ] more coverage (e.g. messages with swapped bytes, wrong length)
[ ] make sure to cover message larger than chunk size
[ ] drop trailing BIP324 code (after absorbing the useful bits)
[ ] adjust to EllSwift after #28
[ ] adjust to #29
